Safety: Improving Safety Programs

Owners invest time and resources in developing construction contractors who may provide services for future projects. A Total Quality approach of continual improvement and ever increasing expectations provides a framework to build contractor capability in all areas of construction management, including safety.
Owners must recognize and actively support construction safety as a high priority and must view contractors as a valuable resource necessary to support the owner’s capital program. Owners must provide adequate resources, funding, and schedule time for development of contractor capability.
Owners must continually improve contractor safety capability by identifying opportunities for positive improvement, and contractor leadership at the site must take responsibility to plan and execute the agreed-to improvements. Improvement opportunities should be treated as mini-projects, with assigned responsibilities and a schedule for implementation. Both contractor and owner hierarchy should be aware of the recommended improvement opportunities and the plans to implement. This allows them to reinforce the importance of these improvement activities as they visit the site and test progress toward completion.
Effective methods for tracking, analyzing, and improving safety performance include:
- Report, track, and analyze agreed-to safety results measures
- The owner’s Safety Representative and the contractor should analyze each safety incident
- Implement Behavior Observation Surveys (BOS) and/or Accident Predictive Techniques (APT)
- Execute agreed-to procedural audits
- Use expert safety resources from outside the project team to provide a “Guided Learning Activity” for the site leadership
Capable contractors add value to the owner’s capital program by providing professional construction management services and access to skilled craft labor. Owners who invest in enhancing the safety capability of their contractor resources experience improved safety results on their projects. Direct owner participation in observation and feedback highlights the owner’s priority on safe construction operations and provides the information needed for continual improvement in contractor safety programs and results.
